Rosalynn Hughey (ex-officio)

With a career in urban planning that spans over 30 years, Rosalynn Hughey understands the intersectionality of land use, housing, transportation, economic development, placemaking, and sustainability. She serves as Deputy City Manager for the City of San José and provides leadership for the broad area of Community and Economic Development and strategic coordination for city departments shaping the future of San Jose—including planning, housing, economic development, cultural affairs,  and transportation. Rosalynn is responsible for citywide enterprise priorities related to community and economic recovery of COVID-19, the future of Downtown and development of the Diridon Station Area transit hub, and housing production. She is passionate about city building, civic engagement and “leading with people.”

Rosalynn joined the City of San José in 2014 as Assistant Director of the Department of Planning, Building and Code Enforcement. In 2018, she was appointed Director of the 300+ employee Department and was responsible for overseeing development services and stewarding the Envision San José 2040  General Plan. Prior to joining the City of San José, Rosalynn served as Deputy Director in the  Washington, D.C. Office of Planning, where she led dozens of neighborhood and transit-oriented development plans and large-scale planning/ redevelopment projects.  

Rosalynn holds a bachelor’s degree in urban studies from the University of Maryland, College Park. She is a Senior Fellow of the American Leadership Forum Silicon Valley and a member of the American  Planning Association. She is also an active member of the Urban Land Institute, serving on the Executive  Board of the San Francisco District Council and as Co-chair of the Diversity, Equity and Inclusion  Committee.
